Student Identity Verification

At Hesed University, student identity verification is a critical part of the admissions and enrollment process. The university ensures that the student who is admitted, participates in courses, and completes assessments is the same individual who is ultimately awarded credit. This verification process helps maintain academic integrity and ensures the authenticity of the student’s work throughout their academic journey. Specific methods and procedures for verifying student identity will be communicated to students during the admissions process, and ongoing monitoring may be conducted to ensure proper identification.
Policy for Student Identity Verification in Distance Learning

Hesed University applies a comprehensive student identity verification policy to all credit-bearing distance education courses and programs. This policy ensures that the students who register for and complete distance education courses are the same individuals who receive academic credit, in accordance with the provisions of the United States Federal Higher Education Opportunity Act (HEOA). To maintain the integrity of its distance learning programs, Hesed University employs one or more of the following identity verification methods:

  1. Secure Login and Pass Code – All students must use a secure login and passcode to access course materials, ensuring that only authorized individuals can participate in the course.
  2. Proctored Examinations – Some courses may require proctored examinations, where a third party supervises the student to ensure proper identity verification during the exam.
  3. Emerging Technologies – Hesed University may adopt new technologies and practices designed to effectively verify student identity throughout the distance learning experience.

This policy ensures that Hesed University adheres to federal regulations while safeguarding the academic integrity of its online programs.

Implemented Practices for Compliance

a. Secured Electronic Identification System
Hesed University verifies the identity of all students participating in distance education for credit through a secure electronic identification system. All admitted students are issued a unique student identification number and required to create an electronic identification, including a login ID and password.

The login ID must be unique, and the password must adhere to strict security protocols, which include periodic changes. Password information is kept confidential and is not accessible by anyone, including university staff or administrators. Should a student need to reset their password, they may be asked to provide multiple pieces of identifying information or may be required to verify their identity in person with a valid photo ID.

The login ID provides access to Hesed University’s online learning management system. This system integrates with the university’s student database, ensuring secure student access to online courses, school email, e-library, grades, personal information, and other restricted services.

Instructors have access to class rosters that include student names, identification numbers, and student photos, which are visible throughout the online classroom in areas such as assignments, discussions, and message boards.
Students are responsible for maintaining the confidentiality and security of their login information. Unauthorized access attempts to other user accounts or files are strictly prohibited.

b. Proctoring

Hesed University requires all for-credit distance education courses to have proctored final examinations. While midterm exams are recommended to be proctored, quizzes and regular tests may be designed in such a way that proctoring is not necessary. The university offers two methods of proctoring:

i) Onsite Proctoring
Students enrolled in distance education programs may nominate a qualified individual to act as a proctor for their exams. The selected proctor must be approved by the university, and the proctor will be required to complete a signed Proctor Agreement Form prior to administering the exam.
The university reserves the right to verify the proctor’s identity, request additional documentation, or require the student to choose another proctor. The proctor must verify the student’s identity with a photo ID and complete a report on any irregularities during the exam.

ii) Online Proctoring
Instructors may require the use of an online proctoring service, where students take their exams using a webcam and microphone. The instructor will set up the exam using the online proctoring software. Students will be responsible for any costs associated with the online proctoring service, and these costs will be communicated to the students during the course registration process.
Acceptable Forms of Photo ID for Proctoring:

  • Valid passport (U.S. or foreign)
  • U.S. military ID card for active duty, reserve, or retired personnel
  • Valid state-issued driver’s license or photo ID
  • Continuous Improvement

The Information Technology Support Center at Hesed University consistently researches the latest technologies and methods for verifying student identities and ensuring the integrity of online assessments. This policy and its practices are reviewed annually to ensure alignment with federal regulations and updated as necessary to ensure the highest standards of academic integrity.

Transfer Credit Evaluation

Coursework transferred or accepted for credit toward any Hesed University degree program must be relevant to the program of study. The course content and level of instruction must ensure student competencies that are at least equivalent to those of students enrolled in Hesed University’s degree programs. Hesed University personnel will assess equivalent learning using official institutional catalogs and recognized guides, such as those provided by the American Council on Education (ACE), the American Association of Collegiate Registrars and Admissions Officers (AACRAO), and other appropriate services like World Education Services (WES).
Transfer Credit Criteria

Undergraduate:
  • A minimum grade of “C” (or its equivalent) is required for transfer courses. Courses graded as “pass/fail” will only be accepted if the transcript indicates that the “pass” grade was at least equivalent to a “C” (2.0) or above.
  • The credit must be applicable to the Hesed University program in which the student intends to enroll.
  • No more than 75% of the total credits required for the award of a bachelor’s degree may be derived from a combination of:
  • Transfer credits from public or private accredited institutions recognized by the U.S. Department of Education or an accepted foreign equivalent.
  • Challenge examinations or standardized tests (e.g., CLEP) for specific academic disciplines.
Graduate:
  • A minimum grade of “B” (or its equivalent) is required for transfer courses. Courses graded as "pass/fail" will only be accepted if the transcript indicates that the “pass” grade was equivalent to a “B” (3.0) or higher.
  • The credit must be applicable to the Hesed University program in which the student intends to enroll.
  • A maximum of 20% of the graduate semester units (or equivalent quarter units) required for a master’s degree may be transferred from another accredited institution.
  • A maximum of 30 graduate semester units (or equivalent quarter units) may be credited toward a doctoral degree.
Transfer Credit Award Requirements

Transfer credit at Hesed University is awarded based on specific guidelines to ensure the integrity and quality of academic programs. The following policies apply to all transfer credit evaluations:

  • Official Documentation- Credit must be awarded from an official college or university transcript, an official Advanced Placement (AP) or International Baccalaureate (IB) test score report, or an official document equivalent to a transcript issued by the Registrar.
  • Credit Applicability
  1. Courses taken through a continuing education or extension program at a college or university must be applicable toward the degree being pursued by full-time students at that institution.
  2. Only equivalent-level coursework will be accepted toward corresponding degrees.
  • Repeated Coursework-Transfer credit previously awarded will be deducted if the coursework is repeated.
  • Developmental and Non-Credit Courses- Developmental courses similar in content to credit-earning courses at Hesed University will be accepted. However, courses not applied toward a degree at the transferring institution will not be accepted.
  • Certificate Programs- No transfer credit is granted for certificate programs.
  • Baccalaureate Degree Holders-Transfer students with an earned baccalaureate degree from an institution accredited by a U.S. Department of Education (USDE) or Council for Higher Education Accreditation (CHEA) recognized agency will generally have core curriculum requirements for the undergraduate program waived.
  • Time Limitation on Credits- Courses completed more than 10 years ago are not transferred directly unless they are part of an earned baccalaureate or associate degree. Credits over 10 years old may be validated by successful completion (“C” or better) of a recent upper-level college course in the same discipline.
  • International Transcripts- Students transferring credits from institutions outside the United States or Canada must have their transcripts reviewed by a credential evaluation service. Hesed University prefers evaluations conducted by the American Association of Collegiate Registrars and Admissions Officers (AACRAO) or World Education Services (WES). Evaluation reports are the financial responsibility of the applicant.
  • Additional Policies
  1. Prior Learning and Alternative Education- Hesed University may evaluate prior learning or alternative education credits through simplified processes for courses meeting its academic standards. These evaluations are not classified as transfer credits and must adhere to institutional guidelines.
  2. Evaluation Timeline- The transfer evaluation process must be completed promptly to assist students with curricular planning. After enrollment, any additional courses taken at another institution are subject to evaluation by the Registrar’s Office.
  3. Placement and Credit Decisions- Placement and credit decisions for non-U.S. academic transcripts will be based on recommendations from AACRAO or equivalent agencies.
Transfer Grade Evaluation

  • Eligibility for Credit
  1. Undergraduate Programs: Credit will be awarded for courses in which a minimum grade of “C” or higher was earned.
  2. Graduate Programs: Credit will be awarded for courses in which a minimum grade of “B” or higher was earned.
  • Grading Policy Alignment- Transfer grades and grade point averages are assigned according to the Hesed University grading policy. For courses taken at institutions using combined grades (e.g., “AB”), the lower grade will be applied.
  • Non-Comparable Grading Systems- Courses taken at institutions with grading systems not comparable to Hesed University’s system will be evaluated and recorded as either "Pass" or "Not Pass."
  • Withdraw Failing Grades- Courses with a "Withdraw Failing" grade will be calculated into the transfer GPA as an “F.”
Credit and Grade Point Calculation

  • When fractions of credits are accumulated and awarded as general electives, grade points will be calculated proportionally.
  • Example: A student who completed one 4-credit quarter hour course with an “A” and two 4-credit quarter hour courses with a “B” would receive general elective credit for two semester hours and six grade points to account for fractions.
Credit Hour Equivalencies

Credit hour minimums at Hesed University are based on courses from quarter-calendar institutions. The following guidelines apply to credit hour equivalencies:
  • Credit Hour Discrepancies
  1. If a course at another institution is offered for fewer credit hours than an equivalent course at Hesed University, transfer credit will be granted for the equivalent course but only for the number of credit hours earned at the originating institution.
  2. In such cases, students may need to take an additional course to meet the total credit hour requirements for their program at Hesed University.
  • Semester to Quarter Hour Conversion- When converting semester credit hours to quarter hour equivalents, a conversion factor of two-thirds is used.
  • Handling of Fractions
  1. Credit conversions resulting in fractional credit hours will be rounded down to the nearest whole number per course.
  2. Accumulated fractional credits across courses will also be rounded down to the nearest whole number, and any remaining credit will be applied as general elective credit.
Advanced Placement (AP) and International Baccalaureate (IB) Exams

Hesed University awards credit for Advanced Placement (AP) and International Baccalaureate (IB) Higher Level Exams based on the following criteria:
  • Credit Awards
  1. AP Exams: Students who achieve a score of 3 or above on an AP Exam will receive one full course credit (4 quarter units).
  2. IB Higher Level Exams: Students who achieve a score of 5 or above on an IB Higher Level Exam will receive one full course credit (4 quarter units).
  3. Equivalent exams, such as the Swiss Matura or British A-levels, may also be eligible for one course credit if completed with an equivalent score.
  4. Credit is not granted for exams that duplicate each other, such as AP and IB English Literature.
  • Credit and Grades
  1. AP scores are recorded as follows on Hesed University transcripts:
  • Score of 3: Recorded as "C"
  • Score of 4: Recorded as "B"
  • Score of 5: Recorded as "A"
  1. AP credit will appear as "Pass" on Hesed University grade reports.
  2. IB scores are treated similarly, with credits granted based on the minimum score requirement of 5 or above.
  • Requesting Credit
  1. Students transferring to Hesed University who wish to receive course credit for AP or IB exams must request official AP or IB transcripts to be sent to Hesed University.
  2. Alternatively, students may submit official college transcripts that clearly indicate the AP or IB subjects for which the transferring institution awarded credit.
